A distinguished financial executive and community leader, Marcela brings over three decades of experience in public utility management and financial leadership. As the former Vice President of Strategic, Financial & Management Services at El Paso Water (1993-2023), she guided the utility’s financial strategy and operations while fostering regional economic development. A Certified Public Accountant, Marcela has consistently demonstrated expertise in financial management, strategic planning, and organizational leadership.
In addition to her career accomplishments, Marcela has made a name for herself in El Paso’s civic landscape. She serves on the boards of important organizations such as Vida Water, the One-Call Board of Texas, and the El Paso Community Foundation. She has previously held positions of leadership at Evolve Federal Credit Union, the El Paso Hispanic Chamber of Commerce, and the Hospitals of Providence, as well as participating on the Federal Reserve Bank of Dallas Business Advisory Council.
Her contributions to the community have earned numerous accolades, including the UTEP Distinguished Alumni Gold Nugget Award (2021), Women of Impact Award from El Paso Inc. (2016), and recognition as the El Paso Greater Chamber of Commerce Volunteer of the Year (2016). A graduate of both Leadership El Paso and Leadership Texas programs, Marcela continues to leverage her expertise and influence to drive positive change in the region.
Her educational foundation includes a Bachelor in Business Administration in Accounting from the University of Texas at El Paso, complemented by ongoing professional development and active membership in key industry organizations including the Texas Society of Certified Public Accountants, Government Finance Officers Association, and American Water Works Association.
